The Labour Immigration Committee was appointed by the Government on 5 June 2026. The committee will review experiences with labour immigration policy and assess the need for changes.
The committee has been asked to summarise existing knowledge and discuss a number of issues set out in its mandate. The four main topics the committee will discuss are:
- To what extent can and should foreign labour and labour immigration help meet labour shortages, in the short and long term?
- What are the possible consequences of labour immigration for working life and society?
- Are we able to recruit the foreign labour we need?
- Is there a need to rethink labour immigration policy?
The committee consists of 11 experts and representatives of the social partners, and will be chaired by Thomas von Brasch. He is a research economist at Statistics Norway, where he is head of Business Cycle Analysis.
The committee will submit its report as a Norwegian Official Report (NOU) to the Ministry of Labour and Social Inclusion around the turn of the year 2027/2028.
