Bakgrunnen var 31 \u00e5rs erfaring fra SSBs forskningsavdeling med makro\u00f8konomiske analyser, og i sekretariatet i TBU for inntektsoppgj\u00f8rene 1990-2017. Ho har vore assisterande r\u00e5dmann i F\u00f8rde sidan 2010. Haugen har tidlegare vore r\u00e5dmann b\u00e5de for Askvoll og Hornindal kommune. I 2008 til 2009 jobba ho som Senior associate i PWC. Han har mange \u00e5rs erfaring som \u00f8konomisjef i kommunesektoren, fra 2012-2024 i Rogaland fylkeskommune og fra 2002-2012 i Sola kommune.
